The five-year contract, with a maximum value of $4.6 billion,was awarded by the U.S. Intelligence and Security Command (INSCOM).GLS is a partnership formed by DynCorp International (NYSE:DCP) andMcNeil Technologies. DynCorp International is the majority partnerand will consolidate GLS revenue on its books.
The contract, originally awarded in December 2006, was protestedby the incumbent, and the protest was sustained by the GeneralAccountability Office (GAO). The U.S. Army expedited a Request forReconsideration with the GAO, and the U.S. Army INSCOM issued arevised Request for Proposal.
Under the contract, GLS will provide foreign-languageinterpretation and translation services to the U.S. Army and otherU.S. government agencies supporting OIF, including embedded Iraqitranslators who will operate with U.S. forces. GLS will employ upto 6,000 locally hired translators and up to 1,000 U. S. citizenswith security clearances who are native speakers of languagesspoken in Iraq.
GLS combines the core competencies of DynCorp International andMcNeil Technologies to offer INSCOM an innovativemanagement-services solution for its linguist program. DI has a60-year history supporting and sustaining large-scale personneldeployments in high-threat zones, and includes its currentexperience in recruiting and sustaining 2,500 employees, includinglinguists, in Iraq. McNeil Technologies has 21 years’ experience inrecruiting, deploying, and sustaining linguists, including in Iraq.It possesses unique language research, development, and testingcapabilities in less-commonly taught languages, including alllanguages required by the contract.
