Our work in Africa encompasses a broad range of international
development programs -
from strengthening government financial management in Ghana and
assisting in the advancement of peace and recovery in Uganda to
helping strengthen government integrity with anti-corruption
programs in countries such as Madagascar, Malawi,
and Nigeria.
STRENGTHENING GOVERNMENT FINANCIAL MANAGEMENT IN GHANA
Casals & Associates was awarded a World Bank-funded contract in the late 1990s to provide technical assistance to the government of Ghana on the proposed reform of the country's Public Financial Management System as a means of preventing corruption. Areas of reform evaluated included the following:
ADVANCING PEACE AND RECOVERY IN NORTHERN UGANDA
Casals & Associates is assisting the government of Uganda with recovery and development efforts in northern Uganda in support of the Support Which Implements Fast Transitions II (SWIFT II) Indefinite Quantity Contract. SWIFT II is a quick-response contracting mechanism of the U.S. Agency for International Development's Office of Transition Initiatives (OTI).
Designed to leverage the improved security situation in northern Uganda, the program is providing quick action to help shore up forces for peace and recovery using an in-kind small grants mechanism. Its overall goal is to encourage and support the voluntary return of displaced northern Ugandans by increasing their confidence in the government and in the ongoing transition process, with a primary focus on two key objectives:

Working closely with the U.S. Agency for International Development (USAID), Casals & Associates supports critical anti-corruption initiatives throughout the region in countries such as Madagascar, Malawi, and Nigeria.
